Mountain Lion is the ninth major release of OS X and will be available for download on July 25th. It includes a number of new features such as Gatekeeper, Notification Center, Power Nap, and AirPlay Mirroring.
Until recently if you wanted to upgrade (or downgrade) old Mac to Mac OS X Lion (from 2011) or Mountain Lion (from 2012) you needed to pay Apple and the company would send you a special download code to use on the Mac App Store.

Apple has kept OS X 10.7 Lion and OS X 10.8 Mountain Lion available for customers who have machines limited to the older software, but until recently, Apple was charging $19.99 to get download codes for the updates.
Mavericks was free to download, and Apple has not charged for Mac software since then outside of the legacy Lion and Mountain Lion updates. Apple also used to have OS X 10.6 Snow Leopard available for a fee, but it is no longer purchasable.

Another option is to peruse the Apple Vintage Software collection at Archive.org which may have image files of older system restore disks and other older system software, just beware that archive.org is not an official distributor of Apple software so appropriate precautions should be taken and only download from there at your own risk.

If you're looking to download Mac OS X Lion, you'll need OS X Snow Leopard 10.6.6 or OS X Lion 10.7 (weird, right?) already installed. You'll also need 7GB data space and 2GB memory on your machine.
These downloads will more than likely be used by IT specialists aiming to recover data from older Apple computers. While some of the oldest viable Apple hardware may still have recoverable data, software used to recover said data isn't always compatible with the operating systems on the devices that'll be the target of said software. This free pathway to updates makes the whole process a whole lot simpler.

I did download the InstallMacOSX.dmg file for OS X 10.8.5 (Mountain Lion) from How to download macOS on a iMac (21.5-inch, Late 2013) with macOS 10.15.7 (Catalina) installed. I was able to create a Mountain Lion bootable installer from this downloaded file. I did not need to use any third party tools (such as SuperDuper) to create the installer. I used the bootable installer to install Mount Lion in a VMware Fusion Player (Version 12.1.0) virtual machine. After installing, I was able to download and install all available updates except for an update to iTunes 12.14.3. I was able to download this update on the host and transfer the update to the virtual machine where installation was successful.
